It is by design.

In the dark days there were post whores and shameless self promotion of posting just your own videos without contributing anything else.

The forum got cleaned up and measures put to bring the community over anything else, so the videos section was more standalone.

People still go there to watch and New Posts is for new community content.

I posted a video in Members Vlogs, then thought "that could be of interest in the Beginners and Safety Tips forum", so I posted a link back even though it's as much of a funny as a safety tip, and I'd be lying if I didn't think to myself "ooh, it'll give my video a little more exposure".

Do I receive a strike for that?

Linking back is fine, depends on its merit as to whether you should or not really.
