So I put together a 12 minute clip of my helmet setup and what not. Set Vegas 12 to render it at 1920x1080 30p. Wake up in the morning and the clip goes from high quality to crap at different points in the clip. The clip properties look right and the file properties are about 10Mbps data rate for an MP4 file.
I am re-rendering a new clip at 8 Mbps in WMV codec. I am hoping it was may computer accidentally going into different power saving modes during the rendering process. I maxed out my power settings again and let 'er rip. It takes about an hour per 8 minutes to render.
Here is the first clip in all of its mixed quality glory.

64-bit Win 7 Ultamite
1 TB HDD (500GB x2)
Nvidia GTX560m
