Welcome. You need a helmet that fits your head and your budget. As for cam. You have a few choices. First step is get a helmet then work out where you want to mount it and how much effort you want to go to.

Well I am super close to my saving goal for a first car (like only $250 away) but my current pay checks are around $275 per two weeks so not super low but not super high
