Non Royalty Free?

Not really, you have to go to each licence holder separately for the tracks you want, unless you want to risk using YouTube's every changing music library.
 
It seems like due to the Digital Millennium Copyright Act, it is going to be hard to get any music here in the USA without paying the stupid lawyers their "money" due to that stupid act. I give up in trying to put any music or to even monetize my videos, because of some stupid technicality. I tried that on Sound cloud and that is when my video was flagged (and "banned ins some countries" as it says), so I say , I am not going to even do that anymore.
 
but you cant use them on YT afaik,

I've seen song licences from $1 to $18, which allow you to use them on YouTube. You just have to read the full agreement and abide by any terms and conditions. I think they were listed under 'royalty free'.
 
you can find tons of music usable under creative commons licenses just gotta find the right song with the right license

so to monetize a video with a song the song has to be CC-BY

you just have to give credit for the song like i do in my description for all my videos for the song i use in my intro like this

you can also search things like "music for monetize" and find alot of stuff just make sure its the right license

no need to buy rights to songs unless you really can't make a vid without that one song then just make it and don't monetize that video
