Scenario - I have a file with just one bit in it that I want to use - ie a ride home and one incident worthy of a 'turds in traffic' video.

Is there something I can just load the clip in, set and in and out point, crop off the rest and resave for later use in a project ?

I could use DaVinci Resolve (my usual editor) but it seems overkill to import with that and then have to render it out to save it.

LosslessCut. Perfect for a quick edit - allows for multiple segments to be cut from raw footage, saves the results losslessly for most formats. Lots of config options. Free and open source

I was using OpenShot when Adobe Premiere requirements outweighed my computer. It's pretty simple to use and definitely more light weight than Premiere.
