Looks to me like the woman on the scooter was driving under the speed limit and holding up at least three people, & scared of the wall on one side and the guard rail on the other...
My thoughts: This is an example of why people who are not COMFORTABLE with their riding skills should stay off roads. I see lots of people in my area(during the summer and mostly on weekends) who obviously have no business on the public roads with their toy. I hear people all the time saying they've been riding for x amount of years, but come to find out they have only about as much time in the seat from years of riding as a real biker gets from about a week of riding.
