YT Banner issue's Help plz

So I have been trying to put my banner up on YT and everytime I try to upload at first it said was to small so I changed that then now it keeps telling me there was an error while uploading wont let me put up the banner. Is there a specific way to upload your banner? Other than where you upload channel art? Any help would be awesome.

Google and download the template and design your banner to fit. If you're using photoshop, save it for web and devices for a smaller sized jpeg

I was using windows publisher that is more than likely my problem. I kind of got it to work. Thanks for reply
