I believe you can use the YouTube Studio to edit that stuff, but I haven't done it myself or else I'd show you how.

I went in one day to blur an address that was briefly visible, and it wasn't quite EASY, but it was doable... this was about a year ago. I just added a blurry box for a second or two. Never did anything with the audio.
