I'd never restrict a bike like Daffee's is (not that he had any choice in the matter) because with the throttle stop you're constantly reminded that you're restricted, whereas with carb washers for older bikes and ECU remapping on newer ones you don't have that reminder, which means you can still use all of your bike, just in it's 33bhp form instead of the whole hog, which makes the whole experience far better IMO. (The bandit pulls fine up to and over 100, just for comparison)
 
The Hornet is difficult to get much over 90mph restricted from my experience (haven't tried on a motorway), there's not enough power in the higher gears as the torque is fairly high up the rev range where the carb restrictors really start buggering up the fueling. That said, the restrictor doesnt affect too much at road legal speeds and she'll get to 70 in no time at all.
 
Honda Hornet, not that much top speed restricted. About 90ish, but awesome fun. Constantly smiling. Fun at 20mph or 80mph. Thats my tow pent.

On a restrcited licence you shouldn't be worried about top speed, but a bike that will be fun at low power and all the time is key to staying happy with it and not getting bored.

I second Cheesecakes opinion on the Hornet, It is a brilliant bike and worth reconsidering. You can always swap the light and mirrors if they don't take your fancy.
