I dont think they are doing as they like. I think they are negotiating the best possible deal that will satisfy the advertisers and the youtubers as much as possible. Unfortunately, the advertisers is the ones with the money and the ability to not pay for youtube to show ads unless Youtube do as they want.

I advertise for my business (nothing do with motovlogging) and I dont want to target offensive content for that stuff. Seems reasonable. Ok with this YT has been trying to crack down on trolls. In the motovlog side your not seeing as much. But trust me it was getting bad people (manly gamers) where doing a lot of crap. To people. My advice is start a patron and ask your viewers to support you there and take adds off of your YT it will help you in the long run. And you can make 2 as much in the end.

YouTube is totally gone crazy with all the crap on there nowadays, profanity is the least of it. Patreon is an awesome way to generate some revenue for the work put into vlogging
