I may have just not been paying attention recently, but just realised YT has made the Scheduled Uploads feature available to non-partners.

Technically, all people who can monetize are "partners" now.
The difference is the original partners get custom thumbnails, scheduled uploads, the custom banner thing next to the subscribe button on videos and the banner at the top of their channel.
There may be more, but these are the obvious bits.
The new set of partners (most of us on here) are getting this stuff rolled out slowly in batches. I've had schedule uploads for the past 2 months, but can't set custom thumbnails. I know people who have less than 50 subscribers who can set custom thumbnails but can't schedule uploads.
The old partners also get a little money on top of what is generated by ads. I can't remember what it's called now but it comes up under finalised earnings. If you click details on one of the months, most people will just have "AdSense for Content - host". Old partners should have another thing but I can't remember what it's called now.

When you hit upload and screen comes up that has the red box with the white arrow though it and it says "Select files from your computer".
Under that is privacy settings. Click that, then under private is "scheduled" if you have it.
You can upload a load of videos and set release dates.
