Adobe Premiere and Sony Vegas are the two most common video editors (and both have this feature), but there are many other choices that also enable overlays.
Yep I use Vegas currently, but when I'm editing stuff at my buddy's house he has Premiere and I think it handles that kind of stuff a little better. Vegas doesn't mess around though. Its a great editing platform.
You can get a free trial to check it out. Elements is $99.99. I got it and Photoshop Elements (which I don't use much) as a bundle with my laptop since I knew I was going to be doing video.
