Kind of reminds me of Korea. Traffic rules don't really apply and you can pay the cops to get out of just about anything. I was usually in a 5-ton truck over there, so I shaved off quite a few taxi mirrors. Every now and then you'd see a guy on a moped riding around with two open gas cans on the back.
