Need some help with carb restrictor plates

So, after discussing with a few guys how their bikes were restricted (and derestricted) I have found something a tad puzzling about my bike.

When my bike was restricted by the dealer, they gave me back some rings that apparently were in the carbs allready. Now I must ask, are they restrictor plates? I know for a fact mine is restricted, as I can tell by the power it is giving out, when I questionned the dealership they reassured me that they were just the original plates.

So question is, what are these rings? whilst talking to Lewis, I was informed that when he restricted his, there were no such rings, does this mean my bike was allready restricted and the dealer cheated me of £200 for a restrictor? or do I need to put these rings back into my carb inlets when the time comes to derestrict the bike.

I'm asking this as I am off to France in a few weeks over Xmas, and I would like to know if it's worth giving the bike shop a "merry Xmas" present.

I believe these rings you have (are they small?) either if they're small sit at the top of the diaphragm to stop the full motion of the needle and slide... or they're washer type rings that limit the air flow. The set you have may be the original to replace the restrictor kit once you swap back.
 
the rings have a larger diametre hole in the middle than the restrictors seem to have.

The shop did say they were the original ones to put back in afterwoulds, but I am slightly confused about it.
