The PayPal machine probably flagged M13's account due to the sudden large number of transactions in the last week. On his FB page he wrote, "My paypal no longer works properly. If you recently donated (after Nov 30th) You should request a refund. They won't let me issue you a refund myself, you'll need to request it."
