I did report this to police, and gave the video with a partial plate (we couldnt get the full plate from the video). camera was not a gopro...cant remember the brand but it was on my friend's helmet.
They found the person, it was a new driver. He was apologetic. But did make the excuse that "we were going too fast and he thought he had more room". When I explained to the officer that if you watch the gap between the BLACK SUV and my bike (bike 1), the gap never changes, so we are not accelerating faster than that SUV. And if he really wanted to calculate the speeds, he could get the video analyzed, but we were not going faster than normal traffic.
After that, the officer said he analyzed the video, determined what I said was true. Then asked if I wanted the officer to ticket the driver. I asked the officer how old the driver was, and how long he had been driving. The officer said "Youngish, and Not very long at all". I asked the officer to recount things with the driver, and if he seemed apologetic, and got the point to look twice, and if the officer felt that the driver learned his lesson, then to NOT press any charges. Officer agreed with my decision, and that was that.
I think from this experience with the officer showing up at his door step, and explained the situation, and me giving him a second chance, that he will from here on out, look twice as hard when coming into traffic.
