Help please - hole in exhaust

This hole looks so perfect, it looks like it is meant to be there, presumably for expelling unwanted liquid. But I am not sure - anyone help?

i don't think the whole are ment to be there, any unwanted fluids will go out the "normal" way in help of the air, and there are never ment to be holes in a exhaust pipe.
i'm not sure but i would veld it. AGAIN i'm not sure..
