gy6 scooter problems

My atm50 taotao runs good bud hard to start. 2018 model year, 4000 miles. I crank and it hits once then Bendix releases. Finally repeating this for several minutes it will stay running and run fine. I have replaced carb, plug, CDI, fuel valve, hoses, adjusted valves... Compression is 115 psi. Is that the problem?

From what I understand the TaoTao tends to have mechanical problems. A lot of riders who are good mechanics love them. I wish I could say what the problem is, but there’s probably a dedicated Taotao forum out there online.
