Sometimes I wonder if it's illegal to drive without being on the phone around here. It's the people who are texting/looking down at their phone every two seconds that piss me off.

It seems like every 3rd car in my area is on their phone...

In MD it just became a primary offense (meaning you can now be pulled over for it) to be on your phone and driving. The only difference I've seen so far is they put their phone on speaker and hold it up to their mouth now. (still illegal)

I like to take pics, post, watch YT vids and text while driving or riding. Makes the trip more interesting when you look up and realize you
dont know where you are.

(joking of course!)

Its illegal to hold a mobile phone while driving, not to use the phone (use hands free etc)

Funnily, it's the talking, not the holding the phone that's more dangerous. Also funnily, I don't think twice about taking a phone call when riding, hence why I don't scream at drivers on the phone.

I wish you could send the video to the local police so that the driver would be prosecuted. Maybe that's going too far.

They would love that in North Korea. lol

But seriously... I totally understand what you mean. I HATE littering with a passion. I would turn in a video of some asswipe tossing trash out of his cage in a heartbeat if I thought it would actually lead to a hefty fine & or community service cleaning up the side of the road.
