I always chuckle when I see these things. But, a biker does have a higher chance of getting away if he manages to do so within the first 5 minutes. I guess that's why he ran initially, and when he couldn't shake the cops, and the chopper was up in the air... it was all over.

As someone who has finished Police training. they have to pull their guns out as soon as he did that he is considered to be endangering people's lives so they are taught to treat him as such. They did the exact text book right thing
