Would you say this is a Close Call?

I go past there everyday, and i have never come across something like that and ive been riding for 11months 1/2
i had all my attention on that he obviously didnt see me. :D
 
Call me a crazy American but why the hell is there a sign mounted on a huge block of concrete in the middle of a lane necessitating the move into the oncoming lane.

your a crazy american it's there to calm traffic and slow it down like speed bumbs.

I figured it was put there by the owners of the local collision repair business... Like the tire shop owners who litter the roads with roofing nails when business is slow. J/K :P

looking on wikipedia seems you do have as they are called sidewalk extensions http://en.wikipedia.org/wiki/Traffic_calming
 
Wow. That just seems like a really dangerous way to slow people down. A bump seems like a better solution. At least then you don't have people going around at the same time and blocking the view of oncoming traffic.
 
thats pretty common, so many people try and slip through and wont realise how close you are if theyre following another car. good thing was that you were paying attention!

Normally you have one on each side of the road but off set so both sides are slowed down. They also allow pedestrians to cross the road easier.

As for the OP it's a bread and butter incident. Clearly they were in the wrong however all the signs were there for you to avoid crashing.

You ought to see that kind of thing when it's icy in the winter!
Forcing cars to slew into oncoming traffic and then skidding because of ice?? What were the engineers thinking of ffs?
