I'm not sure about working pay phones, but there are a few old red phone boxes around that have been re-purposed as book shares and defibrillator housings.

Yes because I have not seen one of those.

Think about it counting like this-

A payphone is to enable one person to communicate with another right?
A book exchange or tiny library is essentially the same since it is communication.
