... what would you make?
Mine would be to take a damn good quality scooter engine, probably from Honda such as the Forza 300 NSS which is the same as the SH300i, and put it into a strong bike frame. Retain the belt drive, and have three brakes - right on the handle bar for the front only, left on the handle bar for both front and back together, and the right foot brake for the rear only (for low speed control going round corners).
I'd be looking at a rather higher (and extremely comfy) seat than on a scooter so that there is plenty of storage space underneath it for two helmets (but as the engine is pretty compact, that shouldn't be too much of a problem), a high upright position in the mode of a 1980s street bike, with motorbike size wheels, twin adjustable shocks at the rear, front and rear disks, and as thin as a 125 Piaggio Fly (80cm max at handlebars). It would also want to be customisable as a cafe racer/cruiser if wanted, much like the Yamaha XS.
Bike to be Matt Black with white decals of "O8" on the side panel, but strong large front light and bright rear. Slim faiuring at front with "pockets" down the sides (ie not causing a large front like on a maxi-scooter) including USB charger, plus another charger under the seat.
