havent riddin one but they look pretty cool. i like naked style bikes. if his is in good working condition and its not beat super bad you should buy it. especially if you can get it for cheap
 
Mini monsters. I like em and very nicely thought out bikes stuff is easy to get to for servicing. And being a honda they are reliable. I rebuilt the forks for a friend of mine who is selling hers ATM.
 
My wife has one (2007 - still a carb engine, I think same model really as the 99) and I have ridden it many times.

I find it to be quite a powerful 250, gorgeous looking (like a mini monster, as slippery says), and easily capable of highway travel.
Very reliable and strong, I know someone who has taken one all over Europe with Top Box, tank bag and touring screen.
The V Twin gives it plenty of low down torque grunt and if you drop a gear and rev up closer to the 12K limit it sure will take off.
Feels very stable
Headlight is excellent
Mileage very good

I took it for a ride today, and i'll probably put the video up tonight. She's a got a few dents in the tank, and the seat is a little torn, but other than that i think it's pretty good!
And the noise she makes! It sounds like a big bike, especially for what it is.
I'll have to have a look into modernizing it
41,000kms isn't too bad, right?
